Bruce Wayne is seeing into the future, and Batman is supremely confident in his position after his return (he nearly effortlessly destroys most of his rouges gallery during an Arkham asylum jailbreak). Wayne no longer feels lonely and plagued by the past; instead, he has a hopeful outlook on establishing a bright future for Gotham. A new mayoral candidate who supports Bruce’s cause has been added to his cause. But when a dangerous assassin by the name of The Talon appears and exhibits remarkable skills that almost equal Batman, strange things start happening in Gotham. The Talon also makes reference to the court of owls, a folktale or urban legend that begins to have a bigger impact on Gotham than Batman could have imagined.
The narrative implies that Batman was mistaken about all he believed to be true about Gotham City. In actuality, a group called the Court of Owls is in charge of running the city. They really have a secret storey and play a shadow role in Gotham’s history because they are based on the 13th floor of important structures in the city. Because he believes he is Batman, Bruce Wayne, he disputes that this is the case. According to Batman, the threat is much more pervasive than transient bad guys. His parents are involved in the tale, which takes place in the 19th century and drastically changes the course of Gotham’s history. It’s therefore a risky move on Scott Snyder’s part. To unnerve who Batman is, one must introduce a secret component to Gotham.
