Florida’s Bureau on Judicial Conduct is where Lacy Stoltz works. Because of the significant turnover, she is the senior attorney employed there. Her agency looks into complaints before determining the next step in the procedure, which may include informing a judge of the allegation. A relationship between Lacy and an FBI agent may or may not end in marriage.
When Lacy receives a request to meet with a woman who might be submitting an extremely unique complaint against a sitting judge, her life is about to be put to the test. The accusation that a judge is killing people surprises Lacy when she meets with Jeri since she is unsure of what to expect.

Now that the route has been established, Lacy must follow it even though there are just hypothetical reasons and maybes. There is not a single physical piece of evidence that she or the police could gather and examine. A sitting judge has never been probed, much less found guilty of such a horrible crime. The judge is suspected of having committed murder over a period of several decades.
